Kier Property secures planning consent for Logistics City Andover at Walworth Business Park
Kier Property, in Joint Venture with Test Valley Borough Council, has successfully secured a detailed planning consent for a new and revised 452,000 sq ft scheme at Logistics City, Andover on the Walworth Business Park.
The proposal was determined at Committee, where a resolution to grant permission was approved, subject to a S106 Agreement.
Kier Property has been in partnership with Test Valley Borough Council since 2011 operating as its Development Partner and Asset Manager for the Park. Logistics City Andover will mark the fourth and largest redevelopment scheme on the park, providing modern industrial space across four units ranging from 33,000 – 219,185 sq ft.
The site previously benefitted from an outline consent. The partnership’s investment in a new detailed application is testament to its commitment to demonstrating deliverability to prospective tenants and a drive in ensuring that the design and specification of the scheme meet and aligns with the institutional standards of modern industrial space.
The development responds to the increasing demand for low-carbon, energy-efficient industrial spaces, aligning with modern ESG standards.
Key sustainability measures include:
- Targeting a minimum ‘Very Good’ BREEAM rating, with an ambition to reach ‘Excellent’.
- Multiple EV charging points to accommodate the transition to electric fleets and personal vehicles.
- A minimum 10% biodiversity net gain, achieved through offsite improvements and targeted green infrastructure initiatives.
- Dedicated cycle storage and a new cycle path connecting the site to the adjacent village and town centre, promoting eco-friendly commuting options.
The four buildings will incorporate high-performance materials, insulation and water-efficient technologies to minimise environmental impact and reduce operational carbon emissions.
These measures ensure that Logistics City Andover will not only be a high-quality industrial hub but also a responsible and forward-thinking development, meeting the evolving sustainability expectations of both tenants and the local community.

- 452,000 sq ft across four units comprising: 31,695 sq ft, 63,005 sq ft, 138,540 sq ft & 219,185 sq ft (GEA – gross external area).
- High quality institutional specifications providing building heights ranging from 10m to 15m eaves.
- All four units will have between 4 to 22 dock levellers.
- Situated within the established Walworth Business Park, offering excellent connectivity and access to a wide range of amenities.
The proposed development will also incorporate comprehensive site-wide sustainable travel measures, including:
- Car sharing spaces: designated areas to support car-sharing schemes.
- Cycle storage: secure bike storage
- Electric Vehicle (EV) Charging Stations: charging points to encourage the use of electric vehicles and other sustainable transport options.
Via a S106, Kier Property will be providing a sizeable financial contribution towards the delivery of pedestrian and cycle improvements into Andover, in addition to a contribution towards the delivery of a new footpath link.
